When Jio entered India’s telecom market in 2016, Mukesh Ambani made mobile internet so cheap that rivals struggled to keep up. A decade later, Elon Musk wants to enter the same market through Starlink. But this time, the fight is over something India has barely experienced: internet delivered directly from satellites.

Musk has accused powerful Indian businesses of blocking Starlink. Reliance denies trying to keep competitors out. Behind the accusations lies a disagreement over spectrum charges, security approvals and who gets to serve India’s next set of internet customers.

There is a market worth fighting for. India had 111.4 crore internet subscriptions in June 2026, but only 4.77 crore were wired. Rural India had roughly 49 subscriptions for every 100 people, against 129 in cities. Many remote schools, villages and businesses still cannot depend on fibre or reliable mobile coverage.

Satellites could connect them without laying cables through mountains or forests. But the cost makes this different from Jio’s original price war. Indian mobile operators earn an average of about ₹187 per user monthly. JioFiber starts at ₹399. Starlink has not announced Indian prices, but at an assumed ₹30,000 for equipment and ₹3,000 a month, a customer would spend ₹66,000 in the first year. That is beyond the reach of most rural households.

The better customers may be mines, hospitals, government offices and telecom operators connecting distant towers. A mine can justify paying thousands for a reliable link when an outage costs far more. At ₹3,000 monthly, even ten lakh connections would bring in ₹3,600 crore annually, before the enormous cost of running a satellite network.

Regulation could shape the market. India is moving towards assigning satellite spectrum without an auction, with a reported proposal to charge 5% of adjusted revenue, or 4% in designated remote areas, besides licence fees. Data security checks and final clearances remain pending.

The irony is that Jio and Airtel, despite backing rival satellite networks, signed agreements in 2025 to distribute Starlink. They already have the customers and installation teams Musk needs. Indian startups such as Dhruva Space and Astrome could benefit from demand for satellite equipment and communications technology.

India’s first internet revolution brought prices down. This one is about reaching places cheap internet never reached. Whether it succeeds depends less on Musk’s fight with Ambani than on who can make those connections affordable and reliable.
